Real-time monitoring for Town Development Fund projects
RTMS is the web platform the Town Development Fund (TDF) uses to track the financial and physical progress of the urban infrastructure projects it finances across Nepal. Dignep designed and built it, from requirements discovery to user training.
Overview
TDF finances urban infrastructure projects in municipalities across Nepal. We built RTMS to bring project data from municipalities and implementing partners into one dashboard, with financial and physical indicators side by side.
Progress reporting is now digital. TDF can see project status, disbursements and milestones across its portfolio in one place, supervise projects more closely and spend less time on annual progress reports.

Challenge
TDF has to track physical and financial progress against targets, disbursement schedules and loan or grant conditions. Before RTMS, that relied on manual reports, spreadsheets and periodic field visits, which caused five problems:
- Fragmented reporting. Project data sat in different formats and offices, so there was no consolidated view of the national portfolio.
- Late visibility. Annual reports depended on late submissions from municipalities, which slowed decisions, disbursement planning and donor reporting.
- No live view. TDF couldn’t see financial use, physical progress or contract performance for each project as it happened.
- A growing portfolio. As TDF supported more municipalities, it needed a system that could handle dozens to hundreds of projects at once.
- Accountability. Donors and government stakeholders needed clear evidence of how investments were progressing and where corrective action was needed.
Tech stack
- Backend. Go and Node.js for an API-driven service layer
- Frontend. React and Next.js with Tailwind CSS for dashboards and charts
- Database. PostgreSQL for project, financial and indicator data
Solution
We delivered RTMS from requirements discovery and data modelling through to deployment and user training. The main parts:
- Project hub. One system for TDF-funded project profiles, financing details, physical milestones and contract status.
- Progress dashboards. Financial and physical indicators by project, municipality, programme and fiscal year, so TDF can see which projects are on track and which are delayed.
- Standard data model and forms. Municipalities and TDF field teams enter progress in the same structured format, which makes projects comparable.
- Annual progress views. Periodic updates roll up into annual views that feed TDF’s annual progress reports and donor reporting.
- Drill-down. From the national portfolio down to province, municipality and project, covering disbursements, contract performance and physical completion.
- Role-based access. TDF head office, regional offices and municipal staff work in the same system and see only the data relevant to their role.
- Room for GIS and open data. The design aligns with TDF’s investment information systems, so GIS project maps and open data portals can be connected later.
- Rollout. User training, documentation and onboarding, so municipalities and TDF staff could adopt RTMS as their main monitoring tool.
Results
- Portfolio visibility. TDF has a current view of financial and physical progress across its urban infrastructure portfolio.
- Quicker annual reporting. Data is captured continuously, so annual reports need less manual consolidation from separate spreadsheets and documents.
- Clearer accountability. One source of project performance data for reporting to the Government of Nepal and development partners.
- Less paperwork for municipalities. Standard digital forms cut duplicate data entry and paper reporting.
- A base to build on. The data model leaves room for analytics, GIS integration and early-warning dashboards.
