A web-based monitoring platform designed to track the financial and physical progress of Town Development Fund (TDF) projects in near real time. RTMS enables stakeholders to visualize annual progress, strengthen project supervision, and support data-driven decisions for urban infrastructure investments across Nepal.
Overview
Dignep worked with the Town Development Fund (TDF) to design and develop a Real-Time Monitoring System (RTMS) that consolidates project data from municipalities and implementing partners into a single, interactive dashboard. By digitizing progress reporting and integrating financial and physical indicators, RTMS provides live visibility into project status, disbursements, and milestones across TDF’s national portfolio. This has enabled TDF to monitor urban infrastructure projects more effectively, improve transparency, and reduce delays in annual progress reporting.

Challenge
TDF finances long-term urban infrastructure projects across municipalities in Nepal and is responsible for tracking physical and financial progress against targets, disbursement schedules, and loan/grant conditions. Prior to RTMS, project monitoring relied heavily on manual reports, spreadsheets, and periodic field visits, leading to several challenges:
Fragmented Reporting: Project data was scattered across different formats and offices, making it difficult to obtain a consolidated national portfolio view.
Delayed Progress Visibility: Annual progress reports depended on late submissions from municipalities, slowing down decision-making, disbursement planning, and donor reporting.
Limited Real-Time Insights: TDF lacked a live dashboard to monitor financial utilization, physical progress, and contract performance at the project level.
Scaling Portfolio Supervision: As TDF expanded support to more municipalities and urban projects, it needed a scalable monitoring system that could handle dozens to hundreds of projects concurrently.
Transparency & Accountability: Donor partners and government stakeholders required clear, accessible evidence of how investments were progressing and where corrective action was needed.
RTMS was conceived to address these gaps by providing a centralized, real-time monitoring platform tightly aligned with TDF’s urban infrastructure financing mandate.
